We are holding a "Voter Social" at Centretown Parent's Day Care 94 James Street on Monday April 25 at 1:00 and are inviting parents, staff and friends living in the federal riding of Ottawa-Centre to join us.

We will gather at Centretown Day Care to learn about what the different federal parties have planned for early learning and child care, before heading off to the Advance Polling Stations to make our vote count for child care!! We will be filming and posting to Youtube. So come out and let the federal parties know that you support early learning and child care over billions in corporate tax cuts, fighter jets or jails - let them know its time to shift priorities and fund a child care program that makes a real difference in the lives of families and children!!

ELECTION 2008 - "Don't Play With Women's Rights" Says a Non-Partisan Coalition of Advocates
September 28 will be the National Day of Action across Canada

OTTAWA, ONTARIO--(Sept. 25, 2008) - In Ottawa today, a non-partisan coalition of advocates for sexual and reproductive rights, including unions and women's organizations, held a press conference to demand that political parties and future MPs clearly state their support of women's right to choose, and their commitment to ensure access to public abortion services everywhere in Canada. Before Parliament was dissolved, a number of Private Members' Bills and were introduced that would have chipped away at the right to abortion.

Representatives from Abortion Rights Coalition of Canada, Canadian Labour Congress, the Ottawa Coalition to End Violence Against Women, Federation du Quebec pour le planning des naissances and Action Canada for Population and Development (ACPD) held the press conference, describing themselves as a united front in the mobilization of women voters.

"Political parties and candidates must realize that Canadian women are tracking them during the campaign. We want assurance from all parties that they will not erode women's fundamental right to decide their reproductive fate," asserted Barb Byers, Executive Vice-President of the Canadian Labour Congress (CLC / CTC). "Women in this country, regardless
of political, socio-economic, ethnic and religious backgrounds will not lose their hard-won freedoms. We believe that this issue will be a deciding factor for many women."

Representatives of the coalition say they are "gravely concerned" about what they feel is a hidden political agenda behind the Private Members' Bills C-338 - An Act to Amend the Criminal Code (procuring a miscarriage after 20 weeks of gestation), Bill C-484 - The Unborn Victims of Crime Act, and Bill C-537 - An Act to amend the Criminal Code (protection of conscience rights in the health care profession).

"Women's rights have been under threat in the past year - we want this to be an election issue. Bill C-338 to limit the term of abortion to 20 weeks was clearly an attempt to roll back women's right to choose. Bill C-537 is more insidious - it allows health professionals to restrict and deny any women's health care by imposing their personal religious views", said Carolyn Egan, spokesperson for Abortion Rights Coalition of Canada (ARCC-CDAC).

"The bill that went the furthest, Bill C-484 - The Unborn Victims of Crime Act, would have opened the door to re-criminalizing abortion. But members from various parties supported the bill at second reading, and it almost received third and final reading in the Commons before dying on the Order Paper as a result of dissolution, explained Johanne Fillion from Federation du Quebec pour le planning des naissances (FQPN). "All women, pregnant or not, deserve to live lives free from violence. The Criminal Code already recognizes spousal violence and pregnancy as aggravating factors and allows harsher sentences for such crimes."

"Bill C-484 was not addressing violence against women as it claims to do and actually re-victimizes women, says Erin Williams from the Ottawa Coalition to End Violence Against Women (OCTEVAW). "The government needs to focus its attention on national prevention strategies and accessible housing, employment and child care, all which help to reduce violence against women long term."

These threats have spurred the coalition to declare September 28 as a National Day of Action against Bill C-484. The current election now presents an opportunity to use the Day of Action to call on parties and candidates to state their commitment to women's rights, especially women's right to choose, and clearly state that they will refuse to introduce any anti-choice bills in next Parliament.

Statement in opposition to Bill C-484, the "Unborn Victims of Crime Act"
This statement was drafted by a coalition of women's groups.

Last March, Bill C 484, the Unborn Victims of Crime Act, passed second reading in the House of Commons. This bill seeks to amend the Criminal Code and to create a separate offence for causing the injury or death of an “unborn child” when a pregnant woman is the victim of a crime. This would mean that the murderer of a pregnant woman could be accused of a second murder, that of the foetus.

This amendment would not protect pregnant women, and would do nothing to respond to violence against women. The Criminal Code already recognizes that spousal violence is an aggravating factor in sentencing. Judges already do recognize pregnancy as an aggravating factor in sentencing. What is really at stake here is the legal recognition of the fetus’ right to life and the possible re-criminalization of abortion.

In Canadian law, only “human beings” have a right to life. Legally, a child becomes a human being once it is born and has completely proceeded, in a living state, from the body of its mother. In all the cases in which the Supreme Court of Canada was required to discuss the rights of the unborn, it ruled that the fetus is an integral part of the mother and has no independent legal personhood until it is born. Murder is the act of causing the death of a human being. Recognizing the murder of a pregnant woman as a “double murder”, would be tantamount to recognizing that the foetus is a human being.

The adoption of Bill C 484 would introduce a major change in our law, since it would in effect recognize that a fetus has a “right to life”. This would undoubtedly result in massive intrusions in the lives of pregnant women, as has been the case in those states in the U.S. that have adopted similar legislation. Some women have been criminally charged, and have been imprisoned for having a stillborn baby after refusing a caesarean, or for using drugs while pregnant.

Last January, we celebrated the 20th anniversary of the Morgentaler decision that struck down the Criminal Code provisions that made abortion a crime in Canada. This historic Supreme Court decision recognized that women’s constitutional rights to security of the person, autonomy and freedom include the right to end an unwanted pregnancy without state interference.

We the undersigned demand that all federal political parties and all members of Parliament:

•  Oppose the adoption of Bill C-484
•  Commit to protect women’s reproductive rights, and ensure that quality public health care abortion services are accessible in all regions of Canada and in Québec.
•  Take effective measures to eliminate violence against women, in consultation with women’s groups
This is a question that goes to the heart of women’s equality, dignity and human rights.

Women’s reproductive rights are under threat. Before Parliament was dissolved, a series of Private Members’ Bills were introduced that sought to chip away at a woman’s right to choose. Last spring, all but four Conservative MPs voted in favour of Bill C-484 – The Unborn Victims of Crime Act, which would have moved us toward the re-criminalization of abortion.

What has the Conservative government done in response?

  • Said they “will introduce legislation that will punish criminals who commit violence against pregnant women but do so in a way that leaves no room for Ethe introduction of fetal rights” during a press conference held 12 days before Parliament was dissolved
  • Done nothing to protect women’s right to access to quality public abortion services

Points to remember:

  • All women, pregnant or not, deserve to live lives free from violence. The Criminal Code already recognizes spousal violence and pregnancy as aggravating factors and allows harsher sentences for such crimes. 
  • According legal rights to the fetus is contrary to Canadian law. Legally, a child becomes a human being once it is born and has emerged living from its mother’s body.

Ottawa Protest Against Bill C-484 on Saturday, May 3, 2008:
Moving backwards in fight for abortion rights

Ottawa, ON – On May 3rd, 2008 from 12:00 PM to 3:00 PM a protest opposing Bill C-484 will take place at the Human Rights Monument. Bill C-484, "The Unborn Victims of Crime Act," has passed its second reading in Parliament as of March 5th, 2008. The bill creates a separate offence for killing a foetus when a pregnant woman is murdered. It gives an unborn foetus some human rights in these cases, which is a cause for concern in the pro-choice community. Under current Canadian Law, human foetuses are not considered persons(s) until they are born alive. If Bill C-484 should pass, the laws would be in conflict because the foetus would be considered a person and therefore the right to a legal abortion would come into question, as well as the rights of pregnant women in general. The law is clearly not concerned with the roots of violence against women and thus this bill would be a detriment to women's rights. Similar laws have been passed in the U.S. resulting in dozens of women being punished for trying to "harm their child". Let's not let this happen in Canada.

We believe that the Government should look to pass laws that increase the sentencing upon those who commit violent acts against women, instead of passing laws just for foetuses that give women no ounce of protection and infringe on their rights.

Women and men are encouraged to come join us and the Abortion Rights Coalition of Canada at the Human Rights Monument on May 3rd, 2008 to show their solidarity. We are encouraging supporters across Canada to hold similar protests as a sign of nationwide solidarity against Bill C-484.

Bill C-484 Protest May 5, 2008, St. John's, Newfoundland

Dozens of men and women who protested outside Regional Cabinet Minister Loyola Hearn's office today have a clear message: Bill C484 has to be stopped. Hans Rollman of CUPE and MUNSU calls it more than just a woman's issue. He says Bill C-484, the "Unborn Victims of Crime Act" insults all Canadians. The bill proposes to recognize fetuses as crime victims when pregnant women are injured or killed. But Rollman says they won't give away the rights they have worked so hard for. He says it is a backdoor into reopening the abortion debate. Dozens waved colourful signs and chanted strong messages over the noon hour. Among those, Leslie MacLeod with the Provincial Advisory Council on the Status of Women who says they have written all MP's with their message... as well senators, and even a human rights committee reviewing the bill. She's hoping the protest will send their message to the public.

Meanwhile, Minister Hearn stresses Bill C-484 is a Private Member's Bill, not a government bill. Hearn says there are a number of clauses in the Bill that very clearly state that the proposed law would not have any impact on abortion. He says the Harper Government has no intention of re-opening the debate on abortion.
